Government of India to withdraw subsidy on Paddy Combines
The government has decided to withdraw the subsidy on paddy harvesting combines to farmers’ cooperative societies and clubs, as it had invested in 17 machines and these are considered adequate to cope with the requirement. The government has decided to increase the paddy support price to farmers from 17 per kg to 19 per kg. The government had extended the subsidy for buying 17 paddy harvesting combines of 17.5 lakh per machine during the last few years.
The modalities for harvesting of paddy using paddy combine harvesters during the ensuing rabi 2015 season have been changed, as enough subsidized machines are available to cater to the needs of rabi farmers. The service providers, which comprise farmers clubs and cooperatives will have to hire out the subsidized machines to farmers in Goa at concessional rates, agriculture department sources said. The introduction of harvester combines in the farm sector had upgraded the mechanization in the state to a great extent, as the labour-intensive and uneconomic harvesting of paddy crop had become easier. The use of machinery was a boon to farmers, as the harvester combine harvests the corn, helps separate the stalk and the corn and winnowing, to some extent.
But the farmers criticized the government’s decision, stating that the harvester combines available in the state are not enough. “The increase in the paddy support price to 19 per kg will not make much of a difference, as a farmer spends 35 per kg in producing the rice. It is better to buy and consume it,” Raju Naik of the progressive farmers club, Taleigao, said. The farming community considers the investment in harvester combines and other machinery a good investment. “If the government encourages farming activity through mechanization, it can be a good investment,” Naik said. But the farmers are aware that proper management and mechanisms for auditing the utilization of the machinery for the benefit of farmers is required. “Proper auditing should be done to ensure that the government’s money is utilized for the farmers benefit,” Naik added. As per the modified norms, farmers will have to hire harvesting machines from service providers of their choice. The government has provided a list of cooperative societies in their respective areas.
